Global Trade Compliance Manager

Position Summary

Responsible for planning, developing, implementing and monitoring standard practices, methods and procedures for all inbound or outbound international shipments in compliance with U.S. and Canada Customs Laws and Codes in effect for Springs Window Fashions and its subsidiaries. Responsible for supervising and managing the activities of third-party service providers such as customs brokers and/or trade services providers ensuring that all activities are coordinated in support of the physical movement of goods across borders at the lowest legal duty and taxation.

 

Key Responsibilities

Responsible for ensuring compliant & standardized processes are in place to support border crossing transactions related but not limited to the following:

  • Coordinate and oversee Harmonized Tariff Schedule (HTS) classification determinations with third-party trade compliance service providers, ensuring accuracy, consistency, and compliance with applicable customs regulations and company policies.
  • Lead and manage the FTA Qualification and Country of Origin determination process for finished goods, ensuring compliance with U.S. Customs regulations, trade laws, and applicable Free Trade Agreements such as, but not limited to, USMCA & KORUS, while supporting duty optimization and trade compliance objectives.
  • Lead and Manage Origin and FTA Certification documentation solicitation from SWF vendors for components, major machinery and equipment, tools & spare parts.
  • Lead and manage compliance of Anti-Dumping (AD), Countervailing Duty (CVD), Section 232, Section 301, and other special duty and tariff programs, ensuring accurate reporting, risk mitigation, regulatory compliance, and effective management of financial impacts to the business.
  • Manage transfer pricing and customs valuation alignment for related-party transactions, ensuring compliance with CBP, CBSA, and other customs authority requirements.
  • Facilitate and support annual FTA certification and Value Reconciliation processes to ensure compliance with trade regulations and customs requirements.
  • Evaluate and assess permit, licensing, and PGA admissibility requirements to ensure proactive compliance planning and successful implementation of new regulatory controls.
  • Assist with Tariff, Duty and Tax strategies for financial impact mitigation.
  • Promote transparency, visibility and best practices in our import and export compliance processes.
  • Assist with maintenance of trade and customs compliance manuals, procedures, handbooks and SOP’s.
  • Monitor and analyze deliverables from third-party trade services provider and provide feedback 
  • Conduct regular meetings and track and resolve issues related to management of third parties service providers
  • Create, implement and control metrics and KPI’s related to trade compliance and trade services providers performance.
  • Facilitate and assist with the annual FTA and Value Reconciliation processes.
  • Assist with representing SWF before U.S. and Canadian customs authorities as well as other government agencies involved in U.S. and Canada trade transactions.
  • Supports audits conducted by government agencies such as U.S. Customs and Broder Protection (CBP), U.S. Bureau of Industry and Security (BIS), Bureau of Labor Statistics (BLS), USDA/APHIS, and Canada Border Services Agency (CBSA).
  • General consulting with internal clients related to duty/tariff payments.

Education & Experience

  • Bachelor’s degree required; Business Admin., Finance, International Relations, Logistics or Supply Chain preferred
  • Master’s degree or Licensed Broker a Plus

 

Knowledge, Skills, and Abilities 

  • Must have strong communication skills (oral and written) and be able to influence others
  • Must be able to plan, delegate, organize and prioritize work while working under time constraints.
  • Must have advanced computer skills in Microsoft: Outlook, Access Excel, Sharepoint and Word.
  • Must demonstrate outstanding mathematical aptitude, critical thinking and problem solving capability.
  • Must have 5+ years experience managing customs and import/export activities for medium to large sized importers/ manufacturer(s).
  • Must have 5+ years experience managing import/export activities of third party service providers.
